Tiered skirts popular in the 30's used too much fabric for Utility regulations. 40's Silhouette became shorter, simpler and more square.

Trousers under dress

Shorter, no gathering, no unnecessary buttons.

Again shorter, less detail, sharp shoulders, cleaner cut. Shoes are low and sturdy.

 Much less fabric, streamline cut, wider, more masculine shoulders. 

Less emphasized waist, smaller collar, pockets, fewer buttons?
